Among the critical success factors for ABCD states was a simultaneous focus on policy improvement at the state level and quality improvement at the practice level. Each ABCD state piloted improvements in standardized screening and referral protocols in office practices. Pilots included training and ongoing support. They found that their projects were effective in part because they based their policy and practice improvements on practical experience.
