The District of Columbia’s ABCD Screening Academy Project improved referral services, developed reimbursement policies for EPSDT screenings, and planned to improve care coordination by implementing a web-based case management system.
Specifically, the ABCD Screening Academy project in the District of Columbia improved developmental screening by:
Improving state policy to better support developmental screening by developing comprehensive reimbursement policies for 96110 and 96111 codes which are paid in addition to the EPSDT visit.
Improving provider practice around the use of standardized developmental screening tools by creating a universal referral form where the back of the form contains an Early Intervention Disclosure/Consent Form, and by hosting trainings for primary care providers and Part C about Medicaid policies.
Sustaining and spreading the use of standardized screening tools as part of well child care from a ‘best practice’ to a ‘standard of practice’ through planning to implement the SEDS Special Education Data System, a comprehensive web-based application, and a pilot case management program to provide better service delivery, improve student performance and enable effective state reporting.
