Minnesota created the Children's Therapeutic Services and Supports (CTSS) benefit. CTSS is available to children who have been diagnosed with an emotional disturbance of any severity and includes a wide range of mental health services, including skill building services for the child and the childs family. CTSS services can be provided both by traditional mental health providers and a variety of approved social service agencies, including Head Start.
