Two years after the ABCD program started in Vermont, the number of families accepting home visits had increased from 43 percent to 50 percent. Evaluation data indicates that the Vermont ABCD project 1) improved the delivery of developmental services to Medicaid-enrolled pregnant women, infants, and children through age five, 2) changed Medicaid policies and practices, 3) improved providers’ delivery of child development services, and 4) improved parental knowledge about child development

This Evaluation Plan submitted as part of the Vermont Healthy Babies, Kids, and Families Expansion grant focuses primarily on documenting the process by which Medicaid services are administered. Although the four ultimate goals of this work are to improve the delivery of developmental services to young, vulnerable children, change Medicaid policies and practices, improve providers’ delivery of child developmental services, and to improve parental knowledge about child development, the evaluation plan for this three year project is aimed at better understanding the process of implementing a statewide initiative aimed at improving developmental services delivery. http://www.nashp.org/Files/HB_Exp_Grant_Eval_Plan.pdf
